that there are busytime records for both resources and data is being returned without error in both cases

This shows there was no error getting the data for either resource so it exists and you are authorized to read it. For the date/time range in question there no real data for either resource (an 8 byte sched list is an empty list really). So your client does not have any problem getting the busytime data for either resource.
I noticed you appear to be going cross domain here. Your name does not include any domain on it but the resources do:
Obj_NewFromCanonical> Creating schedule object for CN=Tandy L Wine/O=Alliance, error = 0h
vs
Obj_NewFromCanonical> Creating schedule object for CN=Model Office 9/OU=Computer/O=Main Building@Alliance, error = 0h
so my next set of questions are about your client configuration on your Location docs. On the Location doc that you are using:
1: Do you have your Mail Domain field filled in or is it blank? (You should have it filled in)
2: Is your Mail Addressing set to Local then Server or something else? (It needs to be Local then Server)
When I get reports of cross domain R&R not working I typically set my Home Server to be another server in the same domain as the R&R dB (but not the actual R&R server) and setting my Mail Domain to be correct. This allows me to start tracking down the source of the problem from the Client perspective.
Another approach would be to set the debug INIs on your R&R server and then do a couple test searches like you describe originally. Any difference in the names that get requested when the busytime request reaches the R&R server can help give an idea why resources are being singled out.
Since this is becoming quite a lot of effort (and I do not monitor the forums on a daily basis due to lack of consistent spare time) I think it would be a good idea if you were to open a support ticket with IBM Technical Support so you can get some detailed attention from the very good support folks (or from a developer if you really manage to stump support).
